To encourage the students to more and more study diligently, to train themselves morally and obtain better manners, starting from school-year 2002-2003, the Hồng Bàng University stipulates its Scholarship and Reduced School Fees regime as follows:
Article 1:
 Object fit for receiving scholarship and reduced school fees paid by the University. All students and schoolboys, that are studying in the University and professional High School Systems of the Hồng Bàng University, and that have all prescribed criteria, will receive scholarships and reduced school fees, paid by the University.
Article 2: Scholarship regime.
a. Every student or schoolboy, that is a first laureate in the enrolment examination of the university, will receive a scholarship estimated at 1.000.000 VN$ per year (one million VN$ per year).
b. Students or schoolboys received first laureates of Faculties or Professional High School specialized branches, will receive a scholarship estimated at 800.000 VN$ (eight hundred VN$ in the school-year).
c. Students and schoolboys, overcoming difficulties in their studies, that obtain the average mark for the whole year (2 school terms) in the first examination and that obtain from mark 7,50 to 8,00 and that are considered as good in their moral training, will receive a scholarship estimated at 1.000.000VN$ per year (one million VN$ in the school-year).
d. Students and schoolboys, overcoming difficulties in their studies, that obtain the average mark for the whole year (2 school terms) in the first examination and that obtain from mark 7,50 to close to mark 8,00 and that are also considered as good in their moral training, will receive a scholarship estimated at 800.000 VN$ (eight hundred VN$ in the school-year).
e. Students and schoolboys, overcoming difficulties in their studies, that obtain the average mark for the whole year (2 school terms) in the first examination and that obtain from mark 7,00 to close to mark 7,50 and that are also considered as good in their moral training will receive a scholarship estimated at 500,000 VN$ (five hundred VN$ in the school-year).
g. Students reaching the criteria of items c, d, e, of article 2, but only in the 2nd school term (with regard to the University system) will receive a prize equalling to one half of the value of the corresponding scholarship granted to each type.
Article 3: Reduced school fees regime.
a. Gifted students or schoolboys, that have reached high achievements in their local areas or at various high schools, and that had been commended and rewarded from city level upward for their achievements in scientific researches, gymnastics and sports, cultural and literary activities... were they to be selected for the Universitys selected team, will be considered for a reduction of 20 to 50% of their whole year school fees.
b. Students and schoolboys, belonging in poor families accordingly to the States prescriptions, who have tried their best to overcome difficulties in their studies, and have reached the average mark for the whole year, obtaining from mark 5,5 and up, while having been considered as good in their moral training, will be considered for a reduction going from 10 to 20% of their whole year school fees.
c. Students and schoolboys with parents or tutors residing at mountainous, deep areas or on islands and belonging in poor families, that have actively overcome difficulties in their studies and have obtained the average mark 5,5 and up in the whole years, while having been considered as good in their moral training, will be considered for a reduction going from 10 to 20% of their school fees in the whole school-year.
Article 4: Allowance for participation in the unionworks and in the students'association.
a. Students and schoolboys that are class leaders, members of the executive committee of the Universitys Union, secretaries of the Facultys Union, deputy-secretaries of the Facultys Union, secretaries of the Union branch, members of the executive committee of the Hồng Bàng Universitys StudentsAssociation, that have satisfactorily accomplished their missions, overcome difficulties in their studies, and have obtained the average mark for the whole year, obtaining from mark 5.5 and up, while leading a healthy life and having the confidence of the community, as well as being commended and elected from the base, with confirmation of the faculty and the executive committee of the University Union, will receive an allowance amounting to 10% of the school fees for the whole year.
b. Students and schoolboys that are deputy-class leaders, Deputy-secretaries of the class union, that have satisfactorily accomplished their missions, overcome difficulties in their studies, and have obtained the average mark for the whole year, obtaining from mark 5.5 and up, while leading a healthy life and having the confidence of the community, as well as being commended and elected from the base, with confirmation of the faculty and the executive committee of the University Union, will receive an allowance amounting to 7% of the school fees for the whole year.
